Reham Abdelhalim MD, PhD

Reham works at the intersection of strategy, implementation, and system transformation. Trained as a physician, health services researcher, and evaluator, she translates complex ideas into practical solutions that improve how systems function and how people experience care.

Her work focuses on integrated care, bringing together the health, social, and community sectors to design connected, operationally sustainable models. She specializes in turning strategy into action through structured implementation, collaborative governance, and system alignment.

Reham has led large-scale, cross-sector initiatives across Ontario, including integrated care models, population health strategies, and navigation approaches for high-complexity populations. She emphasizes not just what should be done, but how to make it work in real-world, capacity-constrained environments, supporting adoption, scalability, and sustained impact.

She brings deep expertise in governance and performance systems, co-designing accountability frameworks and board-level dashboards that align partners and support decision-making.

Equity and person-centred design are central to her approach. She works closely with patients, families, and communities to ensure solutions reflect real needs and reduce barriers.

Reham holds a PhD in Health Services and Systems Research from the University of Toronto.
